An Interview with Lt. Gen. Roméo Dallaire

This year marks the 20th anniversary of the 1994 genocide in Rwanda. The violence claimed nearly one million lives in a few short but bloody weeks in the central African nation.

Roméo Dallaire was the general in charge of the United Nations peacekeeping forces when violence began. Severely understaffed and lacking support from the international community as a whole, Dallaire did what he could to try to protect innocents while trying to negotiate an end to hostilities.

Twenty years later, Dallaire sees Rwanda’s peacebuilding and recovery efforts as a miracle. He attributes two elements in particular to the creation and maintenance of a peaceful, progressive society: the empowerment of women and the higher education of girls.
